Stark County Board met June 14.

Here are the minutes provided by the board:

The Stark County Board met in the Courthouse and remotely for the June 14th Board Meeting at 6:30 pm. Chairman Curry called the meeting to order. Roll call shows Howes, Loane, Nowlan, McMillen Stone, and Curry physically present and Bush remotely present. Chairman Curry established that a quorum was present. Mr. Howes made a motion to allow Ms. Bush to participate remotely with a second from Ms. Stone with all present voting aye, motion carried. Mr. McMillen led the Pledge of Allegiance.

Motion made by Mr. McMillen with a second by Ms. Bush to approve the agenda with all present voting aye, motion carried.

No public comment.

Motion made by Mr. Loane to approve the minutes from the May 10th, 2022, board meeting and seconded by Ms. Stone with five ayes and two abstains, motion carried.

Committee Reports

1) Police-None

2) Legislative/Economic Development-None

3) Health Board-None

4) Judicial-None

5) Building/Grounds-Mr. Nowlan asked about the progress of the demolition scheduled for the old storage shed. Sheriff Sloan reported that they are waiting for an electrician to unhook some wiring.

6) Road/Bridge-None

7) Building Compliance Sub-Committee-Mr. Howes reported on his trip to Washington DC sponsored by UCCI. An associate from Senator Duckworth’s office has offered to come to the county and spend the day looking at our facilities and discussing grant opportunities.

8) Finance-The monthly bills were presented for approval. After discussion a motion was made by Ms. Bush with a second from Mr. Nowlan to approve the payment of the bills with all present voting aye, motion carried.

9) ARPA Requests-None

Highway Report

Final approval from IDOT was received for the aggregate and seal coat contracts and said contracts have been awarded. The Duncan Road project will begin next week, and the North Valley Bridge project will begin the letting process in August. Tiling work is being done in West Jersey Township. The new maintenance building location and funding are still being explored.

Finance Report

The only item to report was the overage in computer support. This overage will be resolved once a grant reimbursement payment has been received. Chairman Curry inquired about the overage on the phone and internet line item. Treasurer Leezer will investigate and report back to the Board.

Sheriff's Report

There will be a meeting on June 15th of the joint ETSB board and the approval letter was received for the ETSB consolidation grant.

Consent Agenda

There were six reappointments on the consent agenda:

Farmland Assessment Review Board Reappointments:

a. John Nowlan-3 Yr. Appointment

b. Dennis Daum-3 Yr. Appointment

Board of Review Reappointments:

a. Dennis Daum-2 Yr. Appointment

b. Steve Jackson-1 Yr. Appointment

Mr. McMillen made a motion to approve the reappointments with a second from Ms. Bush with all present voting aye, motion carried.

New Business

1) Mike Breese on behalf of the Stark County American Legions addressed the board requesting funds for flags to place in the cemeteries on the graves of veterans. This was a practice done by the board in prior years. After discussion, the board decided to give each Legion $500 for a total of $1500 and decided to make this an annual practice. Mr. Nowlan made the motion with a second from Mr. Loane with all present voting aye, motion carried.

2) A resolution to increase the salary for the Circuit Clerk was presented. Ms. Bush made a motion to set the salary at $56,000 with a yearly 1.6% increase. This motion was seconded by Mr. Nowlan with all present voting aye, motion carried.

Chairman Curry informed the board that the new Office of Emergency Management facility is complete, and the board members are invited to tour the new facility.

At 7:13 pm Ms. Bush made a motion to adjourn the meeting with a second from Ms. Stone with all present voting aye, meeting adjourned.
