City of Chillicothe Public Safety Committee met Sept. 6.
Here are the minutes provided by the committee:
Members of the Public Safety Committee met in person at 4:30 p.m. in the council chambers at City Hall.
Public Safety Committee members present at the meeting in the Council Chambers: Chairman Jenkins, Alderperson Braun, Alderperson Bredeman
Others in attendance in the Council Chambers: Chief Mettille, Mayor Hughes, Alderperson Sharp, Dave Price, Channel 25 Representatives
Absent: N/A
Chairman Jenkins called the meeting to order at 4:30 p.m.
PUBLIC COMMENT:
There was no public comment.
BUDGET REVIEW:
Chief Mettille reported to the Committee that there were no issues with the budget. He stated that the General Budget was at 31% and the Police Protection Budget was at 15% at this time.
AMENDMENT – TOW TRUCK POLICY:
Chief Mettille explained that the current tow truck policy allows for two tow truck companies. Chief Mettille stated that the City of Chillicothe only has one tow truck company within the City at this time. Chief Mettille stated that the current tow truck company has two tow trucks and two drivers. Chief Mettille stated that he amended the tow truck policy to allow for only one tow truck company. Chief Mettille stated that if another tow truck company comes to Chillicothe the policy can be reviewed at that time. Chief Mettille recommended that the new policy be voted on at the next Council Meeting. It was the consensus of the committee to make this an agenda item.
SPECIAL EVENT REQUEST – IVC HOMECOMING PARADE
Chief Mettille stated that there was a special event request for the homecoming parade to take place on Friday, October 7th on Second Street. Chief Mettille stated that he did not see any issues with this request. It was the consensus of the committee to make this an agenda item.
SPECIAL EVENT REQUEST – AMY HOLOCKER – RIVERFRONT:
Chief Mettille stated that there was a special event request from Amy Holocker to host the Moontower 1st Annual Riverfront party. Chief Mettille stated that the request also included the event asking for picnic tables and snow fence. Chief Mettille explained that the City does not furnish snow fence for events and would speak to the Superintendent of Public Works about possibly getting some picnic tables for the event. Chief Mettille stated that he would speak to Amy Holocker about this. Chief Mettille explained that they are requesting to shut down part of the parking lot located by their business on the river side. Chief Mettille stated that the event hours were from 2pm – 11pm. A question was asked if the entire parking lot would need to be closed off and Chief Mettille stated that it would not be necessary to shut down the entire parking lot. Chief Mettille stated that there would still be an area that vehicles could use. It was the consensus of the committee to make this an agenda item.
UPDATE: POLICE DEPARTMENT
Chief Mettille informed the committee that the two new Dodge Charges would be equipped with cages on September 10th and then they would be available to be in the fleet. Chief Mettille stated that the newest officer would begin on September 14th and that Officer Koser would be ending his shadow phase of the FTO program and would begin working on his own as of September 12th. Channel 25 asked Chief Mettille if he was leaving the Chillicothe Police Department and he informed them that his last day would be November 4th. Channel 25 asked Mayor Hughes to explain what qualifications he was looking for regarding the next Police Chief and how he would be choosing the next Chief. Channel 25 also asked Mayor Hughes if the next person selected would be an Interim
Chief. Mayor Hughes informed them that the next person selected would be the next Police Chief not the Interim Chief and he could not comment any further because things were discussed in closed session. Channel 25 was informed by Chairman Jenkins that the agenda for the next Council Meeting would be out on Thursday and the best time to comment on it would be at the Council Meeting next Monday.
UPDATE – CHILLICOTHE COMMUNITY FIRE PROTECTION DISTRICT:
Dave Price informed the committee that the fire department worked with CED regarding the new stair chairs that the have at the school. Dave Price stated that there would be two firemen working on grants to replace Greg Hurd. Dave Price stated that the have had 400 calls this year and gave other updates to the committee.
NEW/OLD PROPERTY MAINTENANCE:
There was no new or old property maintenance that needed to be discussed.
