City of Chillicothe Public Safety Committee met April 4.

Here are the minutes provided by the committee:

Members of the Public Safety Committee met in person on April 4, 2023 at 4:30 p.m. in the council chambers at City Hall.

Public Safety Committee members present at the meeting in the Council Chambers: Chairman Jenkins, Alderperson Bredeman, Alderperson Braun.

Others in attendance in the Council Chamber: Mayor Hughes, Clerk Byrnes, Chief Cooper, Alderperson Sharp.

Absent from the meeting: Assistant Fire Chief Dave Price.

Chairman Jenkins called the meeting to order at 4:30 p.m.

Public Comment:

None.

Purpose:

SPECIAL EVENT REQUEST:

VFW - "Cruise-In Car Show", to be held Saturday June 24, 2023. Santa Fe Ave. from Mathews to Wilmot, from 9:00 a.m. to 7:00 p.m. The consensus of the Committee was to move this agenda item to Council for approval.

SPECIAL EVENT REQUEST:

Chamber of Commerce - "Chilli Days", to be held June 14, thru June 17, 2023. Chestnut from the Fire Station to Second Street/Second Street 1000 Block. The consensus of the Committee was to move this agenda item to Council for approval.

PARKING - CEDAR STREET ACROSS FROM PEARCE COMMUNITY CENTER:

Mike and Merilee Wunder, 1207 N 6th Street, were present at the meeting and addressed the Committee with concerns of repeated vehicles blocking their driveway to enter PCC since the "No Parking" signs were removed by the City in March 2023. The Committee did advise Mr. and Mrs. Wunder that the "No Parking" signs were on City property but not placed by the City, therefore parking could not be enforced by the City. After discussion is was the consensus of the Committee to have Chief Copper access the location, contact who he felt necessary to advise on solutions or possible signage of the area. Chief Cooper will report back to the Committee his findings.

THREE WAY STOP – CLOVERDALE ROAD & SECOND STREET:

Jim Fennell, 98 N Second Street, addressed the Committee in support of a three-way stop sign.

He presented to the Committee a letter, petitions from local citizens, IVC bus drivers and monitors, photos of proposed placement of a three-way stop sign and a map of other "traffic reducing" stop signs in the City. (See attached)

George Mattson, 133 W Southbay Dr., also spoke in favor of the three-way stop sign, citing numerous "near miss" accidents at this location.

Doug Crew, 105 W Southbay Dr., spoke in opposition of the three-way stop sign, citing the City's lack of thoroughfare's and concerned that the constant "stopping and starting" at the stop sign would become a noise concern, and there is no accident history for this location.

After a lengthy discussion is was the consensus of the Committee to place this on the agenda for the next Public Safety meeting for further discussion. Chairman Jenkins would contact City Engineer Dave Horton to attend the meeting for advisement.

BUDGET 22-23:

Chief Cooper reported all line items were within budget guidelines.

MEG - Fiduciary:

Chief Cooper advised the Committee he had met with the MED Fiduciary Director today, the City has drafted an Ordinance for Tazewell County taking over the Fiduciary responsibilities. The proposed Ordinance will be placed on the agenda for the next City Council meeting.

UPDATE: CHILLICOTHE POLICE DPARTMENT:

Chief Cooper gave a report on impounded vehicles and ordinance zone statistics.

UPDATE: CHILLICOTHE COMMUNITY FIRE DISTRICT:

Assistant Fire Chief Dave Price was absent from the Public Safety meeting.

NEW/OLD PROPERTY MAINTENANCE:

Chairman Jenkins advised the Committee of a report of vandalism of the playground equipment at Cutright Park. Chief Cooper is investigating.

Chairman Jenkins advised the Committee that the property located at 1007 Bradley (house fire) has been demolished, and the property owner does intend to rebuild at the same location. Chairman Jenkins voiced his concern regarding the need to secure the property until it is rebuilt. Chief Cooper stated he will contact the home owner.

OLD BUSINESS:

1007 Santa Fe - Alderperson Braun asked if there were any updates on this property. It will continue to be discussed at future Public Safety meetings.
