Call to Order/Roll Call

Chair Sherry Carter-Allen, called to order the regular meeting of the Fair Employment Commission at 4:41 pm on 4.13.23- meeting held electronically.

Melodi Green, as City of Peoria-Staff Liaison, conducted a roll call. The following persons were present: Commissioners—Sherry Carter-Allen (Chair); Commissioner Solivian Dismuke; Commissioner Ronald Ruffin; Commissioner Denise Moore. Absent: Commissioner Brittany Strickland Commissioner Carl Holloway. Absent Excused: Commissioner David McGinty (Vice Chair); Quorum Established.

I. Approval of Minutes:

Chair Carter- Allen calls for a Motion for Approval of the February 9, 2023, FEC Minutes. Commissioner Moore moves to approve- Commissioner Dismuke seconds the motion- all in favor, motion carries.

II. New Business:

a. PeAP Program Updates: The PeAP list is always building. We have added about six new members. Economic Development was able to cross coordinate listings as recommended by the FEC so information increase was achieved. One positive that is coming from the cross coordination is that business owners have been able to connect with other city agencies to receive assistance.

b. Commissioner Moore: Kudos to the Equal Opportunity Office for the PeAP listing as AFE Construction is getting a lot more inquiries from businesses in and out of state. When we speak to other businesses, we can refer to the listing. There will be a three-week bootcamp taking place and Commissioner Moore would like to coordinate with the EOO to train Fred Stewart on how to train other on PeAP registration.

c. Chair Carter Allen: Congratulations on the event held at the Bloomington Minority Business Development Center and the hopes are for expansion. With Commissioner McGinty not being present, we would like to postpone our discussions regarding the handbook and complaint form. We would like to move this item to July for efficiency purposes. Commissioners are to bring their ideas and inputs to the June meeting. Attorney Green will attempt to obtain a whiteboard or a room with good communication and technology capabilities.

d. Commissioner Moore: An event was held in Bloomington at the MBDC, in order to take the pulse of Black businesses that were affected by covid-19. Commissioner Moore will send a link to the survey for the event. It was revealed that African Americans only leave approximately 20k to family when they pass away which is far less than whites. Black businesses also tend to hire Black people. The MBDC has 4 job openings listed on the webpage. There were people from the state, city, county, etc. Many stakeholders from the state and region were present.

e. Chair Carter- Allen: Commissioner Holloway was planning to be here to speak about two women who he would like to appear before the commission to discuss reentry services. Corine Jamison and Lueshand Nunn work with employment and housing services.

f. Potential Visitors to the Commission: Brandy Bryant; Joshua Gunn; Chris Setti; Dr. Wright from Eureka College.

Adjournment:

Tabled until next meeting due to Staff Liaison technical issues with Zoom. Meeting ended at 5:09PM.
