City of Chillicothe Economic Development Committee met July 11.

Here are the minutes provided by the committee:

Present in person: Chairman Connor, Alderpersons Jeff Jenkins, Courtney Gehrig, Don White, Gary Sharp, Mayor Hughes and Economic Development Director Amanda Beadles

Public Comment:

No public comment.

PURPOSE:

Budget Review

Director Beadles reported two TIF Business Projects payouts in June with 32% of budget. She discussed the remaining TIF projects list and projects yet to be paid out. She reported HELP Loans (and those sending late payments), Façade Programs for General Funds and Remaining for TIF Business. She reported the Scimes TIF funds have been expensed. She reported professional services at 0% of budget as the contract has yet been signed and approved through council.

Delinquent HELP Loans

Director Beadles reported on the delinquent HELP loans and read the attorney's email. Discussion ensued. The consensus of the committee was to 1) have the attorney send collection letter to Nick Phillips of Nick's Auto Repair, 2) to request attorney to provide to the committee the foreclosure estimate of time and expense and to 3) continue with foreclosure proceedings on Andrew Meyer for the 1249 4th Street Property.

Consultant Contract

Director Beadles submitted the Second Amended Agreement to the consultant contract provided by the attorney. The updates were 1) replaces the prior expiration date of April 20th, 2023 and inserts April 20, 2024, 2) Added language to Amendment 3 and 4 to account for Downtown Thursday work and other development business. Discussion ensued.

The consensus of the committee was to forward to council for approval.

TIF Plaza Closeout

Director Beadles read attorney's email and reported to the committee the 2023-2024 budget there is $1,000 budgeted for attorney fees and $23,966 for refund. The current fund has $24,885.00. Discussion ensued. The consensus of the committee was to have attorney continue with closeout and to complete by the November deadline.

Enterprise Zone – Refund

Director Beadles presented the previous Enterprise Zone applications permit fees amounts of $1,459 that were budgeted to be paid out this year. Discussion ensued. The consensus of the committee was to send to council to approve repayment.

Bike Path - Safe Routes to School - TWM

Director Beadles reported at the Bike Path Task Force Meeting on Thursday, July 6th Serena Page shared the Safe Routes to School Grant that is 100% funded. The cost for TWM to do the work and submit the grant would be $5,000. Discussion ensued. The consensus of the committee was to send to council for approval.

Grant Updates

DCEO HR220075-$400,000 - Director Beadles reported receiving documents from the grant manager. She reported the City of Chillicothe has been assigned to Karen Winberg-Jensen.

DCEO SR220071-$250,000 - Director Beadles spoke to grant manager, Christopher Rogers and gave the start date of 9/1/23 as encouraged.

ARPA - Water Projects approved through council $227,779.00, Paid 2022-2023 $62,199.00, Paid 2023-2024 62,285.75

Comprehensive Plan Update

Director Beadles reported that she and the Mayor attended a meeting with Tri-County Regional Planning Commission on July 5th for the Comprehensive Plan. She took a list of items needed to be on the new comprehensive plan that included input from the City Engineer. She reported the current City of Chillicothe Comprehensive plan is dated 2014 and many of the Economic Development objectives have been completed. She reported TCRP would be creating Comprehensive Plans for the communities of East Peoria, Bartonville, Germantown Hills, Creve Coeur as well as Chillicothe. She reported TCRP would continue with Comprehensive planning in late spring unless there were projects that created a sense of urgency. Don White noted that the Viaduct was an issue for the City to annex land to the North and that may be an issue of urgency as TCRP is also working on a Cost Benefit Analysis for the Viaduct project.
