City of El Paso City Council met July 17.

Here are the minutes provided by the council:

A Regular Meeting of the El Paso City Council was called to order by Mayor, JW Price on July 17, 2023, at 7:00 PM.

Council Members Present in person: Mool, Moore, Kilpatrick, Howard and Ragusa. Present via Zoom: Mayor Price. Absent: Brucker, Treasurer Haas, and Clerk Fever.

Present in Person: Director of Public Service, Barry Kauther; Attorney, Jim Stoller. Also present: Parks & Recreation Director, Colton Scott; Local Press, Jennie Kearney; John Landrus and Tristyn Mool.

Present via Zoom: Administrative Assistant, Sandee Kessinger; Chief, Montemurro; Karen and iPhone (2).

The Pledge of Allegiance was recited.

Approval of Agenda: A motion was made by Mool and Kilpatrick seconded to approve the agenda. A voice vote was taken of all ayes.

Consent Agenda

Council Minutes: The minutes of the June 19, 2023, City Council Meeting were presented in written form.

Treasurer’s Report: The Treasurer’s Report for the month ending June 30, 2023, showing investments, revenue and expenses was presented in written form.

Register of Bills: The Register of Bills in the amount of $143,427.07 as of July 17, 2023, was presented.

A motion was made by Kilpatrick and seconded by Mool to approve the items on the Consent Agenda. A voice vote was taken of all ayes.

Public Comments: None.

Old City Council Business: None.

New City Council Business:

A) Consideration and possible approval of the mayor’s submission of John Landrus to the vacant position on the Zoning Board. A motion was made by Kilpatrick and Moore seconded. A voice vote was taken of all ayes. In the physical absence of Mayor Price, Kilpatrick swore in Landrus.

B) Consideration and possible approval of Ordinance No. 1065 which is: An ordinance levying taxes for corporate purposes for the current year commencing on the first day of May 2023 and ending on the thirteenth day of April 2024 for the City of El Paso, Woodford and McLean Counties, Illinois. Mayor Price noted that there are no changes to the levy amount this year and the amount has not changed for at least the past few years. A motion was made by Mool and seconded by Ragusa to accept Ordinance No. 1065. A voice vote was taken of all ayes.

C) Consideration and possible approval of Ordinance No. 1066 which is: An ordinance amending the El Paso Municipal Code regarding hours in city parks. After a brief discussion, a motion was made by Kilpatrick and seconded by Mool to accept Ordinance No. 1066. A voice vote was taken with Mool, Kilpatrick, Howard and Ragusa all ayes and Moore nay.

Director of Public Service: Kauther stated that we have received 30-40 cots from Illinois State University. Kauther has one estimate and is waiting to hear back from another company to remove 65 stumps from trees that we had removed.

Mayor’s Report: The mayor thanked Koos Nursery and Kauther for all of their work relocating the oak trees to the walking trail. The mayor has also been swamped with questions and positive comments on the new recreation building and again he appreciates all the work that the city employees have put into that project.

City Council Comments: Mool said that he has had many questions and positive comments on the recreation building also.

Police Chief Report: Chief stated that National Night Out will be on August 1st and will be larger than last year, there will also be a hotdog eating contest.

Parks and Recreation Report: Scott stated that he had spoken with Normal Parks and Rec Director, and they compared their costs of purchasing concession items. Normal has a contract with a distributor and their costs are more than El Paso’s purchasing directly from Sam’s Club. July 29th will be a Party in the Park with kids’ activities and a movie along with a beer garden sponsored by The Local Tap.

City Clerk Report: Absent.

City Attorney Report: None.

A motion was made by Kilpatrick and seconded by Moore to adjourn the meeting; a voice vote was taken of all ayes. The meeting was adjourned at 7:28 PM.
