City of Chillicothe Economic Development Committee met Aug. 21.

PURPOSE:
Budget Review
Director Beadles reported the TIF Business Projects payouts in July with 50% of budget. She discussed the remaining TIF projects list and projects yet to be paid out and the one completed. She reported HELP Loans funds, Façade Programs for General Funds and those remaining for TIF Business. She reported professional services at 5.51% of budget.
Delinquent HELP Loans
Director Beadles reported on one delinquent loan. The attorney, Kevin Day, requested the loan amounts be supplied to him so he can send a letter.
Foreclosure - 1249 N Fourth Street/Andrew Meyers
Kevin Day reported on the foreclosure proceedings for Andrew Meyers. Discussion ensued. The result of the committee was to have attorney give an August 28th deadline for Andrew Meyers to pay in full or the City would actively foreclose on the property.
Enterprise Zone - Refunding Permit Fees
Director Beadles requested Committee input on the Enterprise Zone refunding of Building permits. Discussion ensued. The consensus of the Committee was to have Director Beadles contact other municipalities in the Enterprise Zone and bring back to the committee.
Christmas Tree Lighting
Director Beadles discussed the Priority One project Christmas Tree Lighting. Discussion ensued. The consensus of the committee was to have Director Beadles check Picket Fence for Christmas Tree pricing and move the project forward to council.
MARKETING & TOURISM
Additional Funds
Director Beadles brought forward the recommendation from the Marketing & Tourism Commission to request additional funds from the Entertainment/Gaming tax. Discussion ensued. The consensus of the committee was to have Director Beadles discuss with Office Manager Denise Passage and to bring back information back to committee.
SWOT Analysis
Director Beadles shared the SWOT Analysis changes as recommended from the Marketing & Tourism Commission. Discussion ensued. The consensus of the committee was to have Director Beadles accept the changes as presented and to send copies to the ED Committee members then forward to Council for approval.
Grant Updates
DCEO HR220075 - $400,000 - Director Beadles reported submitting the first reporting and stated the City should be receiving the requested upfront money at any time.
DCEO SR220071 - $250,000 - Director Beadles reported this grant was waiting on grant manager to proceed with legal documents.
ARPA - Director Beadles gave a brief update on this grant.
ED Update
Director Beadles reported the snowflake holiday decoration for 2nd street had arrived and were in the garage. She reported attending Midwest CDI Economic Development Training and receiving her certification.
