City of Chillicothe Finance Committee met Nov. 15.

The finance committee met on November 15, 2023, at 4:30 p.m., in the council chambers at City Hall. Present: Chairman Vanbruwaene, Alderperson Sharp, Alderperson D. White, Office Manager Passage Chairman Vanbruwaene called the meeting to order 4:30 p.m. 

PUBLIC COMMENT 

No Public Comment 

PURPOSE 

Tax Levy Ordinance - Office Manager Passage advised the committee that we have not received the actuarial for the police pension. We will have to estimate the amount needed for police pension. Office Manager Passage stated that the increase is $38,864.10. The consensus of the committee was to place $25,000 into the Police Pension levy amount and the balance into General Fund Levy amount. The total levy would be $832,008.92. The tax levy ordinance will be prepared and brought to council on November 27 for approval. 

Budget 23-24-Review 2nd Quarter - Office Manager Passage gave a budget overview for the second quarter. 

Christmas Bonus - Office Manager Passage reported that last year a Christmas bonus was given in the amount of $175 and $50.00 part time seasonal. The consensus of the committee was to Increase the bonus by $25.00 and bring to council on November 27 for approval. 

Donation Request - Community Needs - Office Manager Passage presented a donation request of $1,000.00 from community needs for their annual fundraiser and Christmas Basket campaign. The consensus of the committee was to present the request to the council on November 27 for approval. 

Water Rate Analysis – Chairman Vanbruwaene stated that the water revenue is boarder line meeting expenses. Chairman Vanbruwaene recommended that Alderperson Sharp meet with Superintendent Sutherland to discuss infrastructure improvements necessary for the next five year. Chairman Vanbruwaene will work with Office Manager Passage and Superintendent Sutherland regarding the water rate structure.
