Call to Order

Chairperson Dillon called the meeting to order at 3:45 p.m.

Approval of Minutes

A motion to approve the minutes of November 28, 2023 was made by Mr. Salzer and seconded by Dr. Blair. The motion carried (12-0).

Mr. Dillon motioned to receive and file all informational reports with the exception of “Peoria County Broadband Needs Assessment and Feasibility Study”.

➢ Peoria County Broadband Needs Assessment and Feasibility Study

Ms. Brown introduced Mr. Cohill and Mr. Maytum of the consultant firm DESIGN NINE, who were retained to conduct a detailed engineering feasibility study on expanding broadband infrastructure and access to unincorporated areas of Peoria County. Mr. Cohill and Mr. Maytum presented key highlights of the study, as well as evidence and documentation on Broadband needs within Peoria County, particularly the rural areas. The DESIGN NINE representatives also discussed potential State and Federal grant opportunities, the importance of addressing underserved areas of the county, and options for the County Board to determine next steps.

Ms. Brown remarked on the importance of finding a means to continue to incentivize local ISP providers to pursue State and Federal grant opportunities.

Mr. Cohill and Ms. Brown answered questions regarding permitting, service to school districts in the rural areas of the county, and how far the impact of $2.5 million in ARPA funding for Broadband would go towards alleviating the broadband issues in rural Peoria County.

No resolutions were recommended to the County Board for approval. A Committee Action regarding HHS Project Change Order #07 was approved by the committee.
