City of Chillicothe Economic Development Committee met May 14.

PURPOSE:
Budget Review
Director Beadles reported the end of fiscal year balances on the TIF Central, HELP Loan, Façade, interest on TIF and HELP loan accounts and Consultant Budget. She reported that the Shawn Yarger HELP loan had been withdrawn.
Delinquent HELP Loans
Director Beadles reported collecting a $200 dollar payment from business business formerly at 806 N 2nd Street. No concensus was needed at this time.
Bike Path
Intergovernmental agreement
Attorney Day reported receiving information on the Intergovernmental agreement with IVC for the bike path. He questioned the Plan of Right of Way and if there was a Temporary or Permanent easement. The Consensus of the committee was for him to follow up with the IVC attorney.
1249 N Fourth Street Property
Director Beadles presented the attorney's option for the 4th Street property. Discussion ensued. Consensus of the committee is to continue to move forward with Chris Atkinson application, Director Beadles to request a new appraisal at the City's expense and for the city attorney to abate taxes on this property.
The attorney left the meeting at 5:09pm.
Smartstart Hometown Proposal
Director Beadles presented the Smartstart Hometown Proposal. Discussion ensued. Consensus of the committee is to continue to follow and track their success rate and to revisit in January.
Grant Updates
DCEO HR220075 - $400,000 - April report submitted on time.
DCEO SR220071 - $250,000 - Director Beadles expecting contract to come in soon.
ARPA - Submitted yearly report
EPA Lead Service Line Inventory Grant - No update at this time.
Updates:
Economic Development
Director Beadles updated the committee on some potential projects, the Enterprise Zone residential progress, the potential of Business Development Districts and a HELP loan task force. The consensus was to discuss the HELP loan task force with the city attorney.
Marketing & Tourism
Director Beadles reported the local retail businesses would be reviewing Chillicothe's page on Illinois River Road Scenic Byway and Discover Peoria and the announcement of the changes to the short term rental ordinance will potentially increase the Hotel/Motel funds.
Comprehensive Plan
Director Beadles reported the first meeting of the Comprehensive Plan has taken place. Tri-County met with the Steering Committee on April 25th and the next meeting was planned for May 30th.
Bike Path
Director Beadles reported the Bike path is moving forward. The intergovernmental agreement is being worked on between the city and IVC. Plans also need to be discussed with the library. The plan is to bid in January.
