City of Peoria Advisory Committee on Police-Community Relations met June 17.

Here are the minutes provided by the committee:

The Advisory Committee on Police Community Relations met at the Peoria Police Department’s Training Room on Monday, June 17, 2024, with proper notice posted. Chair Burch called the meeting to order at 6:00 P.M. 

ROLL CALL 

Present: Amick, Burch, Cuizon, Echevarria, Lang, Richardson, and Schaidle. Excused: Allen, Malcolm, and Wilson. 

Absent: Boone, Burnside, Jackson, Petersen, and Smith.  

City Staff Present: Deeb, Toren, Kirby, and D. White. 

APPROVAL OF MINUTES 

Member Cuizon motioned to approve the May 20, 2024, meeting minutes; seconded by Member Schaidle. Motion passed. 

MEETING 

Chair Burch opened the floor for feedback regarding Juneteenth. Vice-Chair Lang, Member Schaidle, Member Cuizon and Member Amick discussed how they thought the event went well and how they had good interactions with citizens. Chief encouraged members to capitalize the momentum from this event and determine the next steps. Chief reiterated that the committee is always welcome to attend department events and have a table. Member Amick mentioned being present at Riverfront events. ACM Richardson said that she could reach out to Community Development regarding a list of these events. ACM Richardson and Member Cuizon both discussed having a short explanation ready for who the committee is and what they do. 

Chair Burch discussed that there would be new committee members as long as they were approved at the 6/25 city council meeting. Member Amick presented the idea of members introducing themselves and why they are here to help make new members feel welcome and give them a better understanding of the committee.  

Chair Burch discussed having the monthly meetings in the Twin Towers Building, Room 420. This space would provide a round table setup. Member Cuizon motioned to move the monthly meetings to Twin Towers; seconded by Vice-Chair Lang. Motion passed. The next meeting (Monday, July 15th) will be held at Twin Towers. 

GENERAL POLICE UPDATES

Advisory Committee on Police-Community Relations Minutes 

Chief discussed the police department’s survey. Member Schaidle discussed how she is interested in providing input. ACM Richardson asked about the timeline for releasing this survey. Chief mentioned releasing it with the city’s strategic plan. 

Lt. Deeb discussed how there is 11 investigations year to date and 14 complaints. He mentioned how around 35 “complaints” have been submitted but that this number is skewed because some are not police employee related issues. An example of this would be a noise complaint. Lt. Deeb discussed how there is a lot of internal policing that happens within the department. He mentioned that he has not received any written complaints that have gone to an internal investigation this year.  

ACM Richardson presented a draft of the city’s strategic plan and encourage members to think about how the committee fits in with this plan. 

Chair Burch asked about the Cure Violence program. Chief clarified that this program is ran by the Health Department. Chief and ACM Richardson also discussed how it is a strategy.  

CITIZEN OPPORTUNITY TO ADDRESS THE COMMITTEE – none 

ADJOURNMENT – Meeting adjourned at 7:10 P.M.
