City of Batavia City Council met July 15.

Here are the minutes provided by the council:

1. MEETING CALLED TO ORDER

The Mayor called the meeting to order at 7:03 p.m.

2. INVOCATION followed by PLEDGE OF ALLEGIANCE

Ald. Cerone led the Pledge of Allegiance.

3. ROLL CALL

Ald. Beck read aloud the Consent Agenda.

Motion by Ald. Beck, seconded by Ald. Solfa, to approve the consent agenda. Motion carried 13 yea/ 0 nay/ 1 absent.

7. MATTERS FROM THE PUBLIC: (For Items NOT On The Agenda)

Daniel Russo, President of the Batavia Public Library Board rose to address the Council. He spoke about the opening of the Batavia Public Library in 2002 and the positive influence the library has had on the community in the . He asked the Alderpeople and audience to participate in the library’s strategic plan survey available online and in print at the library. He said that the information provided will guide the library for years to come.

Sweda rose to address the Council to ask that the City consider alternative options besides fireworks for the annual Sky Concert Independence Day show. She noted that traditional fireworks are a cause of pollution and that they can be stressful for wildlife, pets, and community members.

8. OATH OF OFFICE: Probationary Firefighter//Paramedic Rocco Loffredi

Chief Hanson introduced Rocco Loffredi to the Council to be sworn in as Probationary Firefighter.

Mayor Schielke administered the Oath of Office. Firefighter Loffredi offered his gratitude.

9. RECOGNITION: Dan Chanzit 3rd Ward Alderman

Mark Foster read aloud the Proclamation of Recognition for Dan Chanzit.

Motion by Ald. Wolf , seconded by Ald. Leman, to approve the reappointment. Motion carried 13 yea/ 0 nay/ 1 absent.

Mayor Shielke presented the Proclamation of Recognition to Mr. Chanzit. Chanzit addressed the Council and audience with his thanks and gratitude.

10. APPOINTMENT: William Mahler To The Historic Preservation Commission – Term Expires 10/21/2025

Mayor Schielke requested approval for the appointment of William Mahler LaLonde to the Historic Preservation Commission.

Motion by Ald. Uher, seconded by Ald. Beck, to approve the reappointment. Motion carried 13 yea/ 0 nay/ 1 absent.

11. PRESENTATION: Wastewater Treatment Plant Rehabilitation Project – Jerry Ruth, Trotter & Associate

Jerry Ruth delivered his report on the recent progress of the Wastewater Treatment Plant Rehabilitation Project. He said that the construction work on Water Street is completed and the road is open for traffic. There is an ongoing bike route diversion as work continues. He shared photos of the project progress. Ruth reported that the project is about 30% completed, at an expense of 19.2 million dollars. He went over recent change orders, many of which were able to save the City money. The contractors have expressed their confidence that the project timeline is on track.

12. MAINSTREET MINUTE

Director Beth Walker delivered her report on the recent and upcoming activities of Batavia MainStreet. She spoke about some of the initiatives of MainStreet during the first half of 2024 including a downtown restaurant guide and a focus on the downtown merchants. 162 unique zipcodes have shopped at the Batavia Boardwalk shops.

Batavia MainStreet staff presented at the MainStreet America conference and were awarded the bid to host the 2024 Illinois MainStreet conference which will bring attention to Batavia and create opportunities for downtown business owners.

Ald. Lanci asked if there have been conversations about getting more signs advertising the Boardwalk Shops. Walker reported that four additional signs have been approved for the River Street facing side of the shops.

Ald. Wolff asked how the picnic table locations and numbers are working on River Street. Walker responded that they have not received any complaints.

13. APPROVAL: Motion To Waive Formal Bidding For Resolution 2024-101-R

Ald. Wolff introduced the agenda item. He said that there is one acceptable source for these units, which are a public safety necessity.

Motion by Ald. Wolf , seconded by Ald. Malay, to approve waiving formal bidding. Motion carried 13 yea/ 0 nay/ 1 absent.

14. RESOLUTION 2024-101-R: Authorizing The Purchase Of Sixteen (16) Axon Taser Model 7 Conducted Energy Weapons Under The Taser 7 Certification Plan From Axon Enterprises, Inc. (SM 7/03/24 COW 7/09/24 11/0) CS

Motion by Ald. Solfa, seconded by Ald. Malay, to approve the resolution. Motion carried 13 yea/ 0 nay/ 1 absent.

15. ADMINISTRATOR'S REPORT

Administrator Newman delivered her report on the recent and upcoming initiatives of the City of Batavia. Three applications have been received for the vacant 3rd Ward seat. Interviews will be conducted and the selected candidate will be seated August 5th.

There are two upcoming Special Olympics fundraising events to support the law enforcement torch run. The City of Batavia recently offered candidate testing for Law Enforcement Officers and turn-out was very enthusiastic. Newman congratulated the Law Enforcement and Human Resources staff on their outreach efforts. Newman offered her thanks to City staff who keep the City services running smoothly even during special occasions and weather events.

Ald. Pieper asked when the north-south traffic flow at the Prairie and Wilson intersection would reverse. Holm responded that traffic flow is expected to reverse in early August.

Ald. Leman asked for an update on the road diet project. Newman responded that City staff met with IDOT last week and believe all outstanding issues are resolved and the permit will be granted soon. There are still many components to line up, including bidding the contract work, but work is anticipated to begin in October.

16. OTHER BUSINESS

Ald. Wolff spoke positively about his collegial relationship with Mr. Chanzit and the influence he exerted on him over the 14 years on the Council.

17. MAYOR’S REPORT

Mayor Schielke noted that the weather radar is showing oncoming storms and encouraged everyone in attendance to get home safely and quickly.
