City of Chillicothe Economic Development Committee met Aug. 6.

Here are the minutes provided by the committee:

Present: Chairperson Trish Connor, Jeff Jenkins, Gary Sharp, Mayor Hughes and Economic Development Director Amanda Beadles

Absent: Courtney Gehrig

Public Comment:

One person was in the audience and there was no public comment.

PURPOSE:

Budget Review

Director Beadles reported the balances on the TIF Central, HELP, Façade, interest on TIF and HELP loan accounts and Consultant Budget and the final payment for the delinquent HELP loan not being paid.

Midwest Engineering Invoice

Director Beadles presented the Midwest Engineering Invoice for the TIF project. She reported that she and Office Manager Passage audited the TIF Professional fees budget line item. Discussion ensued. Consensus of the committee was to ask the engineer about it at the next council meeting.

Grant Updates

DCEO HR220075 - $400,000 & DCEO SR220071 - $250,000

Director Beadles reported the July reports have been submitted to DCEO for both grants. The engineer reports state the project will plan to bid at end of July with bids due at end of August. The engineer would request council approval for bids with anticipation of the detention pond and minor storm sewer work occurring in September and October. Work will then continue in the Spring of 2025 after the start of the school year. This helps to spread monies out to avoid having to go through a Federal audit for the two fiscal years. No consensus needed.

ARPA

Director Beadles reported the committed ARPA projects at $363,538.40, the uncommitted projects at $488,354.76. Funds have to be committed by December 31, 2024. No consensus needed.

EPA Lead Service Line Inventory Grant

Director Beadles has reached out to Schulte Supply to requote their offer. She is also in receipt of a quote from TWM Engineers and Fehr Graham engineers. There will be three quotes to choose from to complete the EPA requirements. No consensus needed at this time.

RDMS

Director Beadles reported Dr. Culbertson completed the RDMS grant and Amanda submitted the RDMS grant to DCEO. She stated there were technical difficulties in the submission. No consensus needed.

Updates:

Economic Development

Director Beadles reported the Chillicothe Historical Society reaching out to her regarding two large 1923 plaster cast wall hangings at Rock Island Train Depot. To make room for additional train memorabilia the Historical Society would like the City to take them and potentially put them in the hallway going toward the council chambers. Discussion ensued. The consensus of the committee was to send to council to recommend them being installed in the Council Chambers.

RFP

Director Beadles reported emailing two business façade applications.

Director Beadles reported a recommendation of a joint meeting with EDC and Finance in which the developers attend to discuss their project to be held after August 8th when the Finance meeting discusses City Hall options. The consensus of the committee was to hold a joint meeting following the August 8th Finance meeting.

Marketing & Tourism

Director Beadles reported submitted the Chillicothe Chamber Marketing Reimbursement. Discussion ensued. The consensus of the committee was to forward to council for approval.

Director Beadles reported submitted the Chillicothe Parks Foundation Rib Fest Sponsor. Discussion ensued. The consensus of the committee was to approve the sponsorship for payment at the August 12th meeting.

1249 N Fourth Street Property

Director Beadles presented the new appraisal for the 1249 4th Street property. The value has dropped $51,000 to $123,000. Discussion ensued. Consensus of the committee was to move forward with Chris Atkinson HELP loan after having Director Beadles confirm with the attorney that three estimates are not needed.

Comprehensive Plan

Director Beadles reported the Comprehensive Plan Open House was well attended. Tri-County continues to promote the survey and the next Comprehensive Plan meeting is August 22nd. She distributed survey flyers.

Bike Path

Director Beadles reported the next meeting for the Bike Path Task Force would be August 29th in which they would be reviewing the Master Plan, the Sycamore Trail dedicated Bike Path and submitting the Master Plan to Council for approval.
