Peoria County Board - Infrastructure Committee met Dec. 2.

Here are the minutes provided by the committee:

I. CALL TO ORDER

The meeting was called to order by Chairperson Salzer at 2:31 p.m.

II. APPROVAL OF MINUTES

A motion to approve the minutes of October 10, 2024, and October 28, 2024, was made by Member Duncan and was seconded by Member Kelch.

Motion carried (6-0) Absent: Member Ruhland

Member Ruhland entered the meeting at 2:32 p.m.

INFORMATIONAL ITEMS/REPORTS/OTHER MINUTES/UPDATES

A. Greater Peoria Sanitary District Minutes

Mr. Johnson directed the committee to the GPSD minutes included in the packet. Mr. Johnson stood for questions; there were none. Member Dillon asked that Mr. Johnson talk about some recent developments. Mr. Johnson advised GPSD entered an agreement with RNG, and they will be turning methane gas into renewable natural gas. This will be a potential revenue generator for GPSD.

B. Facilities Master Plan

Mr. Kerley provided updates including the following:

• Jail trench drain is out. They are slated to start December 9th.

• Cell sink conversion is continuing, they began today.

• There will be a resolution brought to the committee today regarding the ring road at the jail.

• Courthouse carpet in the common areas and Room 402 is complete except for some minor details left to be finished.

• Probation packet will be brought to committee today also.

• Main Street steps have been awarded to Aupperle Construction; they are working in conjunction with the Terra group. We are in progress in the plaza fountain area and the Courthouse grounds.

• They wanted to begin the Courthouse facade in late October/early November but with other projects and the weather, Mr. Kerley is still trying to verify a start date.

• Mr. Kerley is putting together an Agenda Brief and Resolution for the Circuit Clerk and Order of Protection areas.

Mr. Kerley stood for questions.

Member Dillon asked whether there would be a special committee meeting on December 12th.

Mr. Sorrel confirmed. He advised a portion of the funding for this project would be ARPA, so it would be up to Member Dillon to request a Special Executive Committee meeting on December 12th.

C. Peoria County Capital Projects, Funding Sources, and Progress

Ms. McCord directed committee to the information provided in the packet. Ms. McCord stood for questions; there were none.

D. Highway Department Construction Engineering Projects

Mr. Gilles provided a brief background of the provided information and an overview of the charts. Mr. Gilles stood for questions.

Member Dillon expressed his appreciation of the quick turnaround time for the information.

III. RESOLUTIONS

A. 2025 General Maintenance Request for Quotations

A motion to approve the resolution was made by Member Duncan and was seconded by Member Windish.

Ms. McLaren advised they went out for quotations for pricing for maintenance materials in 2025; she directed them to the included information.

Chairperson Salzer called for questions from the committee; there were none.

Motion carried (7-0)

B. Peoria County Jail Ring Road Phase B

A motion to approve the resolution was made by Member Duncan and was seconded by Member Ruhland.

Mr. Kerley advised the second phase will continue from the entrance up to the north, around the jail, to the back side out to Espinoza Drive. The bid was solicited for contractors with six responses. Knapp concrete was the lowest bidder. The job, with contingency, will not exceed $402,259.17. The engineer adjusted pricing for the contractors. Mr. Kerley stated the concrete thickness issues were accounted for. They look to start at the beginning of spring.

Chairperson Salzer called for questions; there were none.

Motion carried. (7-0)

C. Peoria County Probation Department Renovation

A motion was made to approve the resolution by Member Duncan and was seconded by Member Williams.

Mr. Kerley advised this is for the Probation Department on the 5th floor on the new side. This is also inquiring about office space on the 4th floor. This project has been solicited for bid with five responses. Bishop Brothers construction was the lowest bid for a total of $1,078,550.00. This will be through the Capital Improvements Fund and includes the 10% contingency.

Chairperson Salzer called for questions.

Member Ruhland inquired as to whether the remodeling in Probation will include the entire space or if it is still a phased project.

Mr. Kerley responded that the bid includes the entire space, but the total project will be phased out.

Member Dillon inquired about the additional cost saving measures that were proposed.

Mr. Kerley stated they included flooring and any partitions needed.

Motion carried (7-0)

IV. PUBLIC COMMENT

Chairperson Salzer called for public comments. There were none.

V. MISCELLANEOUS

Chairperson Salzer called for miscellaneous comments. Chairperson Salzer mentioned it was brought up about using ARPA (American Rescue Plan Act) dollars, we will need a special meeting and we will set that meeting on December 12th. The Board Christmas party will be at 5 p.m. Chairperson Salzer also expressed congratulations to Member Windish and his son Bo for making the All-State Team for the State Coaches Association and making the Champaign News Gazette.

VI. ADJOURNMENT

The meeting was adjourned by Chairperson Salzer at 2:53 p.m.
