1. General Fund Analysis
The Finance Director said the Police Department received the grant for cameras. Trustee Thouvenot said there is a negative variance in net revenue verses expenses and he hasn’t seen it negative in a while. Trustee McDonald said there used to be a debt servicing fee to pay off debt but the analysis doesn’t show how debt is being paid off and it still has to be coming from the sewer fund. He said the EPA says there has to be a debt servicing fee. The Village Administrator asked if it has to be sequestered. Trustee McDonald said there had to be reserves set aside to pay off debt and the funds were comingled since day one. The Finance Director said the rate structure is structured to pay off the debt. The Treasurer said that loan is paid off and the Village doesn’t follow those guidelines since the bank doesn’t require it. Trustee Lanter said the most recent EPA loan didn’t require that like previous ones. Trustee McDonald said he doesn’t want the debt to be lost since it needs to be paid. The Village Administrator asked if they want it displayed differently. Trustee McDonald wanted it to show the debt in the future. The Finance Director said she can add a line to keep track of the debt service. Trustee McDonald said that would be great. Motion to Adjourn: Made by Trustee Lanter, seconded by Trustee McDonald

1. Informational: Detective Jason Frank Accepted To The National Computer Forensics Institute Basic Computer Evidence Recovery Class From April 7 – May 8, 2025. Tuition And All Expenses Covered By The US Secret Service Deputy Chief Howard said Jason Frank had been trying to get into the class for years since it is hard to get into, and secret service pays for it all. The Village Administrator said Jason Frank has been closing a lot of cases thanks to his previous training and he came back with hardware and software that helps with data extraction. Deputy Chief Howard said this will give him a wider range. Trustee Parker asked if he helps other agencies. Deputy Chief Howard said yes Jason Frank does a lot with surrounding agencies and they help Swansea as well. Trustee McDonald asked if the Board needs to approve it. The Village Administrator said yes.

1. Pending Stormwater Projects
The Director of Public Works said he has engaged TWM to do some research and they established that three properties have easements in the areas of concern. Trustee McDonald asked if it will be discussed with TWM. The Director of Public Works said he can give him what was outlined and he received it late last week so he didn’t have anything to put in the packet. Trustee McDonald asked how the Village will take care of it. The Director of Public Works said it would be more efficient if the Village draws up a bid packet and it would be over the amount to competitively bid. The Village Administrator said there is money in the stormwater improvement fund and TWM will put up specs to bid then come back to the Village. The Village Administrator said they could dedicate additional funds to speed it up. Trustee McDonald asked if they need TWM or can bid it out. The Village Administrator said they are the Village Engineer and they could be over $25,000 each. Trustee McDonald asked to notify the property owners. The Village Administrator said he has been in contact with them. Trustee Neumeyer said the back door handle of the Santa House keeps coming off. The Director of Public Works said he will look at it.
2. Res. No. _____ A Resolution Authorizing The Purchase Of A New 2024 Ford Super Duty F-350 For The Public Works Department For A Total Purchase Price Of $50,025.00 From Weber Commercial Truck Center, 957 W. Pontoon, Granite City, IL 62040
The Director of Public Works said he has $50,000 in the sewer budget which was to replace a Ford F-150 but they are extremely hard to get and the street department needs another pickup truck for trailers. He said there is an auction coming up. It is less than state bid pricing and he doesn’t want to miss an opportunity since the truck can be used immediately. He said the F-150 can wait until next fiscal year. The Village Administrator said it won’t need to be budgeted for next year if they get it now. Trustee McDonald said they are doing a lot of asphalt patching.

The Director of Public Works said they got three quotes and Equipment Service is the only one that can get it to the Village in a month. The others are six and eight months out.
