Shell bills, often referred to as vehicle bills, serve as placeholders for potential legislation in the Illinois General Assembly. This mechanism helps lawmakers introduce legislation after missing the established bill filing deadline. Each bill must be read by title over three different days in each chamber, with the first reading introducing the bill, and the second allowing for floor amendments. A vote is then taken at the third reading stage.

Leaders in the House of Representatives routinely introduce shell bills prior to the deadline. These typically involve minor legal changes, such as the addition or deletion of a single word, to be amended later with substantive content. While the state budget and appropriation bills are often amended onto these shell bills, they can accommodate various issues, with over 1,300 shell bills filed this year for diverse purposes.

To adhere to the Illinois Constitution's single-subject rule, multiple shell bills are introduced across different topics to accommodate unforeseen legislative needs. Shell bills can be identified by "TECH" in their description, with appropriation bills also marked by a dollar sign ($).

After filing, shell bills progress through the legislative and committee stages and remain at the second reading on the House Floor until required. Upon adopting a floor amendment, the bill can advance to the third reading for a House vote.

The filing deadline for bills typically occurs shortly into the legislative session. Should an issue arise post-deadline, a new bill requires committee assignment and approval by the Speaker, usually taking a week if rules are adhered to. Shell bills streamline this by already being committee-assigned. A floor amendment to a shell bill can directly return to the House Floor for a swift vote.
