City of El Paso City Council met April 7.

Here are the minutes provided by the council:

A Regular Meeting of the El Paso City Council was called to order by Mayor Price on April 7, 2025, at 7:00 PM.

Council Members Present: Brucker, Howard, Kilpatrick, Moore and Mool. Absent: Ragusa. Present in Person: Director of Public Services Barry Kauther, Administrative Assistant Sandee Kessinger, Treasurer Linda Haas, Police Chief Joe Montemurro and Clerk David Fever. Also present: Karen Wilkey and Kim Kearney as the local press.

Also present by Zoom Application: Per Zoom software online was Public Works Supervisor Casey Jones and Don.

Pledge of allegiance to the flag was recited.

Approval of Agenda: Motion by Mool seconded by Howard to approve the agenda as presented. Voice vote taken of all ayes.

Consent Agenda.

Council Minutes: The minutes of March 17, 2025, the City Council Meeting were presented in written form.

Council Work session: The minutes of March 17, 2025, the Council Work session were presented in written form.

Register of Bills: The Register of Bills in the amount of $116,542.91 as of April 7th was presented.

Treasurer's Report: The Treasurer's report for the month ending March 31, 2025, showing investments, revenue and expenses was presented in written form.

Approval of Consent Agenda: Motion by Howard, seconded by Moore to approve items on consent agenda. Voice call vote taken of all ayes.

Police Officers and City Agreement:

Motion by Brucker, seconded by

Kilpatrick to approve Agreement between City and Illinois Council of Police effective May 1, 2025, through April 30, 2028. Roll call vote taken of all ayes.

Ordinance 1087: Motion by Brucker, seconded by Howard to pass Proposed Ordinance #1087, an ordinance implementing a municipal grocery occupation tax. Roll call vote taken of ayes: Brucker, Howard, Mool and Kilpatrick. Nays: Moore,

C. L. Percy Tucker Post 6026 (VFW): Motion by Moore, seconded by Howard to approve renewal of liquor licenses for L. Percy Tucker Post 6026 (VFW) for classes C, F & I. Voice vote taken of all ayes.

D. Casey's General Store: Motion by Howard, seconded by Moore to approve renewal of liquor licenses for Casey's General Store for classes E & G. Voice vote taken of all ayes.

E. El Paso Liquors: Motion by Mool, seconded by Moore to approve renewal of liquor license for Jai Shree Ramjil Inc. DBA El Paso Liquors for classes C, F & I. Voice vote taken of all ayes.

F. El Paso C Store dba Brake Time: Motion by Kilpatrick, seconded by Moore to approve renewal of liquor license for El Paso C Store DBA Brake Time for classes E, G & I. Voice vote taken of all ayes.

G. Gander Incorporated, DBA as Topsy's: Motion by Howard, seconded by Moore to approve renewal of liquor license for the Gander Incorporated, DBA as Topsy's for classes C & I. Voice vote taken of all ayes.

Director of Public Service: Report was presented in written form. He spoke of ordering a couple signs to be placed on properties subject to a Zoning Hearing.

Mayor's Report: He spoke of April 1st election.

City Council Comments: None.

Police Chief Report: Written report presented. Chief also said he will have a skydiving team at National Night Out on August 5, 2025

City Attorney: Attorney Stoller was not present.

City Clerk: The Clerk reported sales tax receipts of sales in January 2025 were up 36.38 % from SPLY.

Motion by Moore seconded by Howard to adjourn. Voice vote taken of all ayes. The meeting was adjourned at 7:39 PM.
