Call to Order

Chairman Baietto called the meeting to order at 1:00 pm.

Approval of Minutes

A motion to approve the minutes of May 22, 2017 was made by Mr. Elsasser and seconded by

Mr. Salzer. The motion carried.

Informational Items / Reports / Other Minutes / Updates

• PCAPS Monthly Department Report

No report. No questions or comments from committee.

• ETSB

Mr. Tuttle advised that the 911 surcharge will end on June 30, 2017 unless new legislation is signed by the Governor. He stated that SB 1839 arrived at the Governor's office today, and he commented that the Governor has been encouraged to either sign or veto the legislation; if the bill is vetoed an override is possible as the legislation was passed overwhelmingly by both Houses. He stated that that the surcharge will bring monies into Peoria County at $1.12 per cell phone customer, an increase from.87¢. He commented that sustained funding is imperative in order to provide for the continued technology for 911.

• Emergency Management Agency Update

Mr. Gaa advised that a part-time employee has resigned, and staff is in the process of recruiting a replacement.

• Public Defender Report

Mr. Elsasser asked the status of a potential conversion of the position from a contract to an employer position. Mr. Baietto advised that staff is awaiting direction from the circuit judges.

• Sustainability and Resource Conservation Office

No report. No questions or comments from committee.

Resolution

• SFY 2017 Intergovernmental Agreement for the Access and Visitation Program

A motion to approve was made by Mr. Salzer and seconded by Mr. Rieker. Ms. Parker advised that the grant renewal with the State of Illinois Department of Healthcare and Family Services is effective July 1, 2017 and runs through June 30, 2018. She stated that the grant provides for a court mediator position. She advised that the amount of the grant has increased due to the number of cases currently handled and a change in the Family Law Act, which requires different responsibilities. The motion carried.

Committee Action

• Review of Executive Session Minutes

Mr. Evans recommended that all previously held executive session minutes continue to be held closed as the need for confidentiality still exists, and to destroy executive session audio recordings more than two years old, except those that relate to pending litigation. A motion to accept the recommendation of the State's Attorney's Office was made by Mr. Salzer and seconded by

Ms. Williams. The motion carried.

The meeting was adjourned by Chairman Baietto at 1:10 p.m.
