City of Chillicothe Economic Development Committee met Nov. 14.

Here are the minutes provided by the committee:

Present: Chairperson Trish Connor, Alderpersons Courtney Gehrig, Alderperson Jeff Jenkins, Gary Sharp, Economic Development Director Amanda Beadles

Absent: Mayor Hughes

Public Comment:

Becky Hawkins was in the audience.

PURPOSE:

Budget Review

Director Beadles reported the balances on the TIF Central, HELP Façade, interest on TIF and HELP loan accounts and Consultant Budget. She reported reviewing Sweet Finds invoices for their portion of the TIF Redevelopment agreement and the HELP loan check was ready to give to them pending attorney's review. She reported the façade was complete for the property located at 218 W Walnut Street.

Delinquent HELP Loans

Director Beadles reported that the HELP loan for the business formerly at 806 N 2nd Street has made a payment in October. She also read the attorney's email updating the committee for the business formerly at 1249 N 4th Street property.

GPEDC Dues Invoice

Director Beadles submitted the GPEDC invoice for $2,500. She discussed the benefits of the organization. The consensus of the committee was to forward to council for approval.

Optimist Club Invoice

Director Beadles submitted the annual Optimist Club Town Theatre marketing renewal invoice in the amount of $1,000 for January 1st – December 31, 2024. She discussed the benefits of the budgeted item. The consensus of the committee was to forward to council for approval.

Murals

Director Beadles discussed the Murals budget line item. There are two options of murals, one on the Sweet Finds Building and the other on the Tin Top building in the River Corridor Walkway.

Tri-County Comprehensive Plan Agreement

Director Beadles submitted the contract received from Tri-County for the Comprehensive Plan. She discussed the cost to the city being $6,000 and the item is a Priority #1 line item. Discussion ensued. The consensus of the committee was to forward to council for approval.

Grant Updates

DCEO HR220075 - $400,000 - Director Beadles reported the October report was submitted and approved on time.

DCEO SR220071 - $250,000 - Director Beadles reported receiving two Microsoft Word documents to fill out and update GATA registration. The GATA registration has been completed by Denise and Amanda.

ARPA - Director Beadles reported the financial details of ARPA expenditures ($14,066.76 expenditures for October and YTD of $98,461.01) and stated the next report would be due in April. Funds to be obligated by December 31st 2024 (December 9th council meeting) and expensed by December 31st 2026 (December 14th council meeting).

Update - Tri-County Viaduct Benefits Cost Analysis

Director Beadles reported working with Tri-County Regional Planning Commission on the Viaduct Benefits Cost Analysis. She reported 3 people completed reviewing and scoring the RFPs. Two firms submitted. Hanson Professional Service and Midwest Engineering. The scoring was sent to TCRPC.

Update - Economic Development

  • Bike path - TWM is working on the Bike path. There have been a few small forms to fill out the Mayor has signed.
  • PAAR -Peoria Area Association of Realtors (PAR) saw a meeting with Realtors listed on the Marketing & Tourism SWOT analysis and reached out to make an appointment for November 21st.
  • Tri-County Regional Planning Commission - held a meeting on September 23rd regarding charging stations. Director Beadles reached out to Chillicothe taxing bodies to see if there was an interest. IVC, Township, Park District, Library were interested. A new request was sent to reach out to business to see if there is a regional interest in EV stations. That email was sent yesterday.
  • Businesses

Hunter Rose, a new business on 2nd Street has opened. Women and Children's clothes. 

Sinbad Vapors closed.

  • Veterans Memorial Service on November 10th and 11th went well. Representative Ryan Spain spoke. 
  • Enterprise Zone continues to increase with residential builds.

  • Working on the eight objectives for the SWOT analysis
