Village of Dunlap Board of Trustees met March 14.

Here is the minutes provided by the Board:

President of the board, Jack Fennell called the regular meeting of the Village Board of Trustees to order at 7:00p.m. Trustees present were Colleen Slane, Jack Esterdahl, Aaron Barrington and Bob Anderson.

Colleen Slane made a motion to accept the minutes from the February 14, 2018 regular meeting. Aaron Barrington seconded the motion. Roll call vote- all approved. Motion carried.

A motion was made by Aaron Barrington to pay the bills as presented. Jack Esterdahl seconded the motion. Roll call vote- all approved. Motion carried.

Treasurer’s Report:

Dwight Johnson reported a normal month of spending, and on budget. Some residents have chosen to pay the waste management bill for the year, so the revenue numbers are a little high but will even out throughout the year. A motion was made by Jack Esterdahl to accept the treasurer’s report, and Colleen Slane seconded the motion. Roll call vote- all approved. Motion carried.

Individual Communication:

Matthew Kauffman, with Cypress Creek Renewables, addressed the board regarding his company’s interest in developing land for a solar farm. The land is located just outside the village boundaries, and has been pre-annexed. Looking for a letter of support from the board. Jack Fennell told him that the board will hold an open forum for information dissemination, as well as questions from the public. More information to follow.

Committee Reports:

Colleen Slane- Carson Potts is organizing a 5K run on June 30th to benefit the Dunlap Athletic Boosters

Jack Esterdahl- Mr. Esterdahl will be attending a meeting on Friday, March 16th with Dale and Marcus to hear the proposals from the U of I extension students.

Jack Fennell- Mr. Fennell would like to invest in new generators for pump stations.

Bob Anderson- The Zoning Board is finalizing signage ordinance tonight. There will be a Public Hearing associated with its adoption coming soon. The Zoning Board may hold a special meeting to adopt the ordinance.

Dwight Johnson- The census seminars are coming up for the 2020 census. The Grant seminar last month was very informative. Mr. Johnson is asking for each trustee to supply 3 strengths and 3 weaknesses of the Village.

Mr. Johnson is taking inputs for the FY 18/19 budget. The village has a scheduled payment of $40K to IDOT. Jack Fennell reiterated the need for new generators at the Copperfield lift station. Additionally, Mr. Fennell would like to address the isolation issues of some of Dunlap’s elderly and low-income residents. He would like to see more of a LYFT and Über presence in the village. Aaron Barrington would like to investigate handicap/all-persons accessibility for the park. Colleen Slane expressed the need to revamp the website. Bob Anderson added that the library was looking at drawing in people from the bike trail, possibly with rental bikes.

Jack Esterdahl- Mr. Esterdahl attended a meeting with Peoria County Highway Department, Tom Grimm, and Dale Bishop and discussed the need to address the crosswalk for Dunlap Valley Middle School.

Mr. Bishop received a phone call from a resident in Augustus Estates, a gated neighborhood. She would like to participate in the community garage sale and set up a table at the park.

Mr. Esterdahl reviewed the plan for #323days from business participation to the presentation of the plaque at the high school.

Aaron Barrington made a motion to adjourn. Jack Esterdahl seconded the motion. Roll call vote- all approved. Motion carried
